SCOPE OF WORK
The scope of work comprises cleaning of toilets, offices, rooms, verandas, immediate surroundings of buildings including mowing and watering of grass and trimming of hedges around such buildings. Further details will be given in the tender documents.
INTERESTED CONTRACTORS ARE REQUESTED TO SUBMIT THE UNDER-LISTED QUALIFICATION DOCUMENTS:
- MANDATORY REQUIREMENTS
- Evidence of company registration with the Corporate Affairs Commission (CAC) along with copies of Forms CAC2 & CAC7.
- Current evidence of the Tax Clearance Certificate for the last three (3) years (i.e. 2016, 2017, & 2018).
- Certificate of compliance with the provisions of section 6 (1), (3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011(Evidence of up-to-date payment of ITF employers contribution), valid till 31st December 2019.
- Current Pension Clearance Certificate valid till 31st December 2019 from PENCOM in line with Pension Reform Act 2014 and evidence of remittance for ALL company staff.
- Current Certificate of Interim Registration Report (IRR) with the Bureau of Public Procurement valid till January 2020.
- Current Clearance Certificate from Nigeria Social Insurance Trust Fund valid till 31st December 2019.
- A sworn affidavit indicating that, all documents submitted are genuine, verifiable and that, no officer of the University of Jos has a pecuniary interest or is a former or present director or shareholder in the company, including authorization to verify the documents.
- MEASURABLE REQUIREMENTS
- Current company Audited Accounts for the last three (3) years (i.e. 2016, 2017 & 2018) duly signed and stamped with a professional stamp by a professional accounting/audit firm and signed by the client.
- Evidence of Financial Capability and banking support and Statement of Account for the last 12 months.
- List of Three (3) similar, verifiable and successfully executed or on-going projects. Enclose copies of letters of award.
- List of equipment owned (showing evidence of ownership) or to be leased by the company for the execution of the project.
- Company profile, including list and evidence of qualification(s) of key Management Staff (enclose curriculum vitae of each staff.
NOTE:
- Bidders should not bid for more than two (2) Lots.
- Original documents on any aspect of a company’s submission may be requested for sighting during and/or after the opening session.
COLLECTION OF FORM OF CONTRACT/ QUALIFICATION DOCUMENTS
The document is to be collected by all interested contractors in the Room 007, Procurement Unit, 3rd Floor, Wing “X”, Senate/Administrative Building, Naraguta Campus, University of Jos on the presentation of the receipt of payment of a non-refundable fee of ₦10,000.00 (Ten Thousand Naira only), per Lot, as from Tuesday, 21st January 2020.
SUBMISSION OF BIDDING DOCUMENTS
The Technical and Financial Quotation should be spiral bound separately in an envelope clearly marked “Technical or Financial Quotation” and the two envelopes should be package in another bigger envelope clearly marked “QUOTATION FOR THE PROVISION OF CLEANING AND ENVIRONMENTAL MANAGEMENT SERVICES ...insert Lot No. & Title...” at the top left-hand corner of the both the inner and outer envelopes.
NB: The name and address (locational) of the company and functional telephone number(s) should be provided on the company’s letter-head paper which should be clearly written on the reverse side of the envelope. Also, evidence of payment of the ₦10,000.00 (Ten Thousand Naira only) per Lot from the Bursary Department should be inserted in the front cover of the spiral-bound qualification document as this shall form part of the mandatory requirements.
Both the inner and outer envelopes are to be addressed to the Head, Procurement Unit, University of Jos and submitted in the Tender Box provided in Room 001, Procurement Unit, 3rd Floor Senate/ Administrative Building, University of Jos, Naraguta Campus not later than 12noon, on Monday, 10th February 2020.
OPENING OF QUALIFICATION DOCUMENTS
The Technical Document will be opened on the same day Monday 10th February 2020 at 12noon prompt in the Procurement Conference Room, University of Jos, Naraguta Campus. Contractors are invited to attend the meeting. Therefore, the Technically, qualified companies will be invited for financial bid opening and the financial quotation of unqualified companies shall be returned to the companies unopened.
PLEASE NOTE
- Submission of quotation and qualification documents to the University of Jos is neither a commitment nor an obligation to award a contract to any contractor or his agent.
- All claims are subject to verification. Take notice that any false claim shall be a ground for disqualification.
- The University of Jos may reject all the bids at any time prior to the acceptance of a bid, without incurring any liability to the bidders as provided under the Public Procurement Act, 2007.
- The University of Jos may also cancel the procurement proceedings in the public interest without incurring any liability to the bidders in accordance with the provisions Section 28 (b) of the Public Procurement Act, 2007.
