INVITATION FOR PREQUALIFICATION OF CONTRACTORS FOR WORKS/PROCUREMENT OF TEACHING AND RESEARCH EQUIPMENTAND SUBMISSION OF EXPRESSION OF INTEREST(EOI) DOCUMENT FOR E-PROCUREMENT TRAINING TO BE FUNDED UNDER 2013 NEEDS ASSESSMENT OF NIGERIAN PUBLIC UNIVERSITIES - SPECIAL PRESIDENTIAL INTERVENTION; YEAR 2015/2016 (MERGED)TETFUND PROJECTS MAINTENANCE INTERVENTION AND 2018CAPITAL APPROPRIATION

 

  1. PREAMBLE

In compliance with the provisions of the Public Procurement Act 2007, the University of Jos, Nigeria intends to execute the under-listed projects to be funded under above mentioned interventions. Interested and competent Contractors, Suppliers and Service Providers are therefore invited to bid in respect of the procurements as follows:

  1. SCOPE OF WORK/DESCRIPTION OF PROJECTS
  1. Construction of Animal Farm Houses - Piggery, Poultry,Rabbits, Sheep and Goats(Project 1 Lot 1)

The project involves the construction of rectangular shape structures of one floor. The construction is basically of 230mm thick sandcrete blocks fill solid. The Roof is of structural steel covered with 0.55mm gauge Longspan Aluminium roofing sheets.

 

  1. Construction of 6No. classrooms at Naraguta Campus (Project 2 Lot 1)

The Project involves the construction of a rectangular shape structure of three floors. The construction is basically of reinforced concrete frame structure. The building substructure is of reinforced concrete columns with infill 230mm thick sandcrete blocks fill solid; the superstructure is also of reinforced concrete columns with 230mm x 230mm sandcrete blocks infill walls.The Roof is of structural steel covered with 0.55mm gauge longspan Aluminium roofing sheets. Floor finish shall be a combination of vitrified tiles on cement, cement/sand screeding and Terrazzo.

 

  1. Furnishing of 6No. Classrooms and Dentistry Faculty Classrooms (Project 2 Lot 2)

Procurement and installation of classroom seats, lectern, magnetic boards, pin boards, computer projectors and assorted office furniture.

 

  1. Rehabilitation of Faculty of Pharmaceutical Sciences, ICT Complex II and Plant Science and Biotechnology Laboratory

Repairs of leaking roofs, dilapidated ceilings, damages on walls and floors, replacement of broken windows and door panels. The facia board and cladding shall be replaced, as well as the repairs and replacement of electrical, plumbing and gas installations and general painting and decorations of the buildings.

 

  1. Rehabilitation of Boreholes and Water Reticulation

Non-functional Boreholes to be made functional and reticulation of water network from the Mains.

 

  1. MANDATORY REQUIREMENTS
  1. Evidence of company registration with the Corporate Affairs Commission (CAC) including Form C.O.2 and C.O. 7.
  2. Evidence of current Tax Clearance Certificate valid till 31st December, 2018;
  3. Evidence of current Pension Compliance Certificate valid till 31st December, 2018;
  4. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018;
  5. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018;
  6. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 01/01/2019 or valid Certificate issued by BPP.
  7. A Sworn Affidavitdisclosing whether or not any officer of the relevant committees of the University of Jos or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars”;
  8. Verifiable documentary evidence of at least four (4) similar jobs in the last five (5) years including Letters of Award, Valuation Certificates and Job Completion Certificate;
  9. Company Profile with Curriculum Vitae (C.V.) of professional staff to be deployed for the project including copies of their professional qualifications;
  10. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
  11. For supply of Equipment: Letter of Authorization from the Original Equipment Manufacturers is required;
  12. List of Plants/Equipment with proof of ownership/lease.
  13. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

 

  1. COLLECTION OF BIDDINGDOCUMENTS

The Prequalification/EOI Documents are to be collected by all interested bidders in the Procurement Office, Room 80, Academic Planning Building, Bauchi Road Campus, University of Jos on the presentation of receipt of payment of non-refundable fee of 10,000.00 per lot.

 

PAYMENT PROCEDURE

i)     Generate Remita Retrieval Reference (RRR) number online in favour of University of Jos via www.remita.net and ensure you select “TENDER FEES” for ‘Name of Service/Purpose’.

ii)   Visit any Commercial Bank with the RRR form for payment.

iii)  Submit the print-out receipt of payment at the Bursary Department for confirmation.Bidder for Training will not collect tender document at this stage.

 

  1. SUBMISSION OF TENDER DOCUMENTS

Prospective bidders are to submit one copy of the Prequalification/EOI Documents for each of the Lot desired packaged ina sealed envelope and clearly marked as “Prequalification or Expression of Interest” addressed to the Vice-Chancellor, University of Jos and clearly marked with (the title of the project and the lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in Room 94, Administrative Block, Bauchi Road Campus, Jos not later than 12:00 noon on Thursday, 11thApril, 2019.

 

  1. OPENING OF TECHNICAL/EOI DOCUMENTS

The Prequalification/EOIdocuments shall be opened immediately after the deadline for submission at 12:00 noon on Thursday, 11thApril, 2019, in the presence of companies’ representatives who may choose to attend at the University Senate Chambers, Bauchi Road Campus, Jos.   1. PLEASE NOTE
  1. Only pre-qualified bidders at technical evaluation will be invited at a later date for the collection of Tender Documents;
  2. Only shortlisted firms for e-Procurement Training would be invited at a late date for collection of Request for Proposals;
  3. Original documents on any aspect of a Contractor’s submission may be requested for sighting during and/or after the opening session.
  4. University of Jos reserves the right to verify any claim by the companies.  Companies shall therefore include necessary authority and guarantee for such verification; the absence of which will automatically result in the disqualification of such a Contractor/Supplier.
  5. The University ofJos reserves the right to reject any or all bidding packages.
  6. No bidder should bid for more than two (2) Lots.
